You will be playing the role of a city bureaucrat, political staff, or community NGO representative and the IAP should be directed to a local politician or agency official who has the power to make policy change. You must indicate on the title page your role and to whom the paper is directed. The paper should demonstrate a thorough knowledge of the topic and the issue selected based on careful reading and study of relevant materials. To help organize your approach to the IAP, you are required to use the following subheadings: 1. Introduction Include a very brief introduction that identifies the purpose of the paper (. Issue Identification and Background Describe the issue and identify why it is important. Include relevant history and context to offer a clear background to the reader. 3.
